International cooperation

European market surveillance cooperation is to a large extent performed through informal networks with representatives of market surveillance authorities in the EU, grouped per sector, and several sector specific, fora for cooperation between market surveillance authorities on a European and global level. ADCO groups (Administrative Cooperation Groups)
deals with sector specific issues of market surveillance in their respective areas. Within the EU, there are just over 30 such groups. Information on these working groups, and documents, is available on the Commission´s website. Read more here.

EUPCN (European Union Product Compliance Network)
The European Union Product Compliance Network is a network composed of representatives from each Member State, including representatives from single liaison offices, ADCO groups and the European Commission. The network deals with general overarching issues of market surveillance in order to facilitate cooperation between the central coordination offices and the Commission, and focuses on the application of the Regulation (EU) 2019/1020 on market surveillance and compliance of products. Swedac has been appointed the single liaison office and represent Sweden in the network.

Safety Gate (formerly: Rapex – Rapid Exchange of Information of dangerous products) is a system and a network for all EU Member States within which authorities inform each other of dangerous products and the measures taken against them. The Consumer Agency is the national contact point for Rapex in Sweden. Read more

ICSMS (Information and Communication System for Market Surveillance) is another European system for the exchange of information about products between the market surveillance authorities in EU. Swedac is the national administrator for ICSMS in Sweden. Read more

Prosafe (Product Safety Forum of Europe) is a non-profit organisation established by market surveillance officers from various countries throughout Europe. Its aim is to promote informal discussions between market surveillance officers in order to share experiences and to develop best practice amongst market surveillance organisations. The Swedish Consumer Agency and Swedac represent Sweden in Prosafe. Other authorities participate on a non-regular basis in particular projects. Read more

UN ECE – MARS (UN Economic Commission for Europe – Market Surveillance Group) is a UN working group for market surveillance, consisting of representatives from market surveillance authorities from the entire world, foremost Europe and the CIS (Commonwealth of Independent States, republics from the former Soviet Union). Swedac and the National Board of Trade represent Sweden in the MARS group. Read more
